These general rules regulate the terms and procedure for the provision of services by the Technopark (sole proprietor Dmytro Vasylovych Sofyna (3121006938)), located at: Ukraine, 21021, Vinnytsia region, Vinnytsia district, city of Vinnytsia, 600-richchia Street, building 21B.
SECTION I. GENERAL PROVISIONS
1.1. Purpose and Mission
Technopark "Crystal" is an innovation space that brings together companies and entrepreneurs in the fields of high technology, education, research, information services and the creative economy.
Our mission is to help entrepreneurs, researchers and creative teams implement their ideas for the sustainable growth of the region and the country, providing a space for collaboration, learning and technological development.
1.2. Residency Conditions
1.2.1. The Technopark accepts as residents only those companies, communities and entrepreneurs whose activities are related to innovative technologies, education, research, information services and the development of the creative economy.
1.2.2. Residents must have an officially registered form of doing business: sole proprietor (FOP), LLC or NGO.
1.2.3. The activities of residents must comply with the values of the Technopark: development of innovation, creation of educational and information products.
1.2.4. It is strictly prohibited to carry out activities that contradict the current legislation of Ukraine, the terms of the Public Offer Agreement or the Space Standards and Rules, as well as any activity that may harm the business reputation of the Technopark or its Residents.
1.2.5. Any commercial activity of a Resident must be agreed in writing with the Administration.
SECTION II. WORKING HOURS AND ACCESS
2.1. Working Hours
On administration working days (Monday–Friday, 09:00–19:00): the main entrance is closed; access is provided by personal access cards or when accompanied by an administrator or a resident host. Registration of all guests is mandatory via the form or with the administrator.
Outside working hours and on weekends: access to the space is only by personal access cards or when accompanied by a responsible resident host. Registration of all guests is mandatory via the form.
2.2. Space Zoning and Access
2.2.1. General zones — main hall, corridors, café, etc.
2.2.2. Controlled zones — coworking, meeting rooms, residents’ offices. Access by personal access cards or when accompanied by an administrator or resident host.
2.2.3. Restricted zones — server rooms and technical premises. Entry only with prior permission, accompanied by an administrator and with mandatory registration.
SECTION III. GUEST POLICY
3.1. Visitor Entry Procedure
Each guest must read the rules of stay and the privacy policy.
If a resident is holding an event for 5 or more people, they are obliged to provide a list of registered participants.
3.2. Responsibilities of Hosts
3.2.1. Meet the guest in the hall within 10 minutes after arrival.
3.2.2. Ensure continuous accompaniment in controlled zones.
3.2.3. The resident host must personally make sure that their guest has left the building without violating the rules and without causing material damage.
SECTION IV. RULES OF CONDUCT AND USE OF THE SPACE
4.1. It is strictly prohibited:
4.1.1. Noisy conversations, conflicts, loud music.
4.1.2. Being in an intoxicated state.
4.1.3. Consumption of alcoholic beverages, smoking outside designated areas, use of narcotic substances.
4.1.4. Damage to the property of the space or other visitors.
4.1.5. Living on the premises of the space.
4.1.6. Any illegal activity.
4.2. Mandatory Requirements
4.2.1. Maintaining cleanliness and hygiene:

It is forbidden to leave trash and traces of liquid or dirt on tables, floors and other surfaces;

Use equipment without leaving dirt or contamination;
-
Always dispose of all waste in designated bins;
-
Keep sanitary facilities clean after use;
-
Use indoor shoes and the shoe-cleaning machine at the entrance in dirty weather.

Observe personal hygiene rules: regularly wash your hands after using the restroom, maintain body cleanliness to prevent unpleasant odor, keep your appearance neat and your clothing clean. Violation of personal hygiene rules is grounds for temporarily restricting access to the space until such violations are remedied.

During illness you are obliged to isolate yourself from healthy persons and wear a mask.
4.2.2. Rules for the use of the premises and equipment

It is forbidden to move, take out or transfer property/equipment to third parties without prior approval from the administrator. All changes must be recorded in an acceptance-transfer act for the equipment.

Repair, installation, drilling, gluing, painting and other similar work is prohibited without approval from the administrator (time, scope, responsible persons).
-
Use the space and equipment prudently and carefully: turn off lights/air conditioners, do not overload the electrical network, maintain cleanliness, immediately report breakdowns.

The tenant is responsible for the preservation of property and compensates for damages; the premises must be returned to their original condition.
4.2.3. Rules for the use of sanitary facilities

It is forbidden to pour food leftovers, chemicals, paints, oils and any production waste into sinks.
-
It is forbidden to throw hygiene products, toilet paper and foreign objects into toilets.
-
Keep sinks and toilets clean after use.
-
Do not smoke in sanitary facilities.
-
Report malfunctions to the administration.
Attention! The resident pays for repairs caused by improper use of sanitary facilities.
4.2.4. Observance of temperature conditions:
-
Cold period (from +10°C): maintain +22…+24°C.
-
Warm period (up to +10°C inclusive): maintain +23…+25°C.
-
It is forbidden to open windows while the heating or air conditioning is operating.
-
Always turn off heaters and air conditioners when leaving the premises.
4.3. Use of Meeting Rooms
-
Booking of meeting rooms is done via Google Calendar, access to which is provided by the administrator.
-
It is strictly prohibited to occupy a meeting room without prior booking or to create fictitious bookings.
-
Mandatory observance of the booking time slots, with the possibility of extension or timely vacating of the room.
4.4. Parking Rules
4.4.1. Conditions of Use
-
Parking is intended exclusively for residents and authorized guests.
-
It is strictly forbidden to privatize, reserve or obstruct parking spaces for other residents.
-
Vehicles must be parked only in designated areas according to the markings.
-
It is forbidden to occupy more than one parking space or block the exit of other vehicles.
-
It is forbidden to leave vehicles overnight without prior agreement with the administration.
4.4.2. Responsibility and Sanctions
-
Full responsibility lies with the driver for damage to the property of the space or other vehicles.
-
Vehicles parked in violation of the rules are subject to towing at the owner’s expense.
-
Systematic violations will result in revocation of the right to use the parking.
SECTION V. SPECIAL RULES OF STAY
5.1. Staying with Animals
5.1.1. Allowed Animals
Domestic animals (dogs, cats) that do not pose a threat to others.
5.1.2. Mandatory Requirements
-
Animals must be healthy, clean and treated against parasites.
-
Dogs must be on a leash or in a carrier; cats and small animals must be in carriers or under constant supervision of the owner.
-
Owners must clean up after their animals.
-
Animals must not jump onto furniture, tables or other people’s workspaces.
-
The owner fully compensates for any damage caused by the animal.
5.2. Staying with Children (0–14 years)
5.2.1. Parents or accompanying persons are responsible for the child’s behavior and are obliged to ensure compliance with the rules of conduct in the space, as well as to compensate for any damages caused.
5.2.2. Noisy games and running around the premises are strictly prohibited.
5.2.3. The use of toys or gadgets must be silent.
5.2.4. Children may be fed only in areas separated from other users.
Attention! The Administration may temporarily restrict access to the space or limit movement in certain zones in case of violation of the rules.
SECTION VI. ORGANIZATION OF EVENTS
6.1. Available Spaces for Events
6.1.1. “Event Hall”

Capacity: up to 100–140 guests.
-
Equipment: digital screen, mini-stage, comfortable seating.
-
Use of the location with speakers and microphones is allowed only on weekends or on weekdays after 18:00.
-
To hold any event on a weekday, it is necessary to obtain written consent from all residents (or at least from company managers) that they do not object to the event.
-
On working days the space is intended only for small meetings of up to 40 people without creating noise.
6.2. Booking and Holding Events
6.2.1. Booking of the location is carried out through the administrator or the shared Google Calendar exclusively by residents of Technopark "Crystal".
6.2.2. Booking at least one week before the event is mandatory.
6.2.3. Non-residents may hold events only in partnership with residents.
6.2.4. Cancellation of a booking must be communicated at least 72 hours in advance.
6.3. Allowed Themes of Events
The spaces of "Crystal" are intended for events that promote development and knowledge exchange in the fields of entrepreneurship and innovation.
We welcome events that encourage growth, learning and networking.
6.4. Resident’s Responsibility
6.4.1. Repair work, moving furniture or equipment may be carried out only after prior coordination with the administration.
6.4.2. The resident is obliged to leave the space in its original condition after the event and must compensate the full cost of repair or replacement of damaged property and equipment.
SECTION VII. SAFETY AND EMERGENCIES
7.1. Safety Rules
7.1.1. It is strictly forbidden to leave doors and windows open.
7.1.2. Access cards must be used strictly as intended. In case of loss of an access card, the resident must immediately inform the administrator and pay a compensation fee for card replacement in the amount of 50 UAH.
7.1.3. It is forbidden to transfer the access card to other persons and to let unauthorized persons onto the territory of the space. You are responsible for the actions of people you bring onto the premises.
7.1.4. It is forbidden to leave personal belongings unattended in common areas.
7.2. Prohibited Items

Weapons, explosives, pyrotechnics, prohibited substances

Drones without special permission

Open flame without written permission
7.3. Actions in Emergency Situations
7.3.1. In the event of an air-raid alert, hosts must ensure that guests are escorted to a shelter (shelter map).
7.3.2. Strict compliance with the instructions of the administration is mandatory.
SECTION VIII. FINANCIAL TERMS
8.1. List of Payments for Office Rental:
8.1.1. Mandatory:

Residency service — the resident is provided with an individual office and access to all common areas of the building.
-
Utilities — allocated according to meter readings or by square meterage.
-
Operating costs — cleaning and cleaning supplies for common areas and the yard, landscaping, equipping sanitary facilities, heating, power supply and distribution in common areas, security, waste removal, water supply, sewerage, generator, payment for plumber and electrician services in common areas, maintenance of ventilation, air conditioning and elevators, waste removal.

Cleaning — fixed payment according to the service package you choose.
8.1.2. Optional (paid additionally):
-
Repair work (requires approval of the administrator) — by agreement (painting walls, installing additional sockets, etc.)

Use of meeting rooms and event halls — according to tariffs.
8.2. The Provider has the right to change the selected tariffs by notifying the Customer 30 (thirty) calendar days before they take effect. Payment is made on the basis of an issued invoice no later than 5 (five) working days after its receipt.
SECTION IX. RESIDENTS’ OBLIGATIONS AND REPORTING
9.1. Main Obligations
9.1.1. Compliance with all internal rules and standards of the space.
9.1.2. Carrying out activities in full compliance with the legislation of Ukraine.
9.1.3. Use of clearly defined logos and the official name of the space in all informational materials, presentations and events.
9.1.4. Prior coordination with the administration when using the brand in public campaigns, media and outdoor advertising.
9.2. Residents undertake to provide quarterly reports on their activities in a format agreed with the administration, which must include:

Number of employees

Amount of taxes paid

Number of organized or held events (educational, informational, innovative)
SECTION X. MODIFICATIONS AND CHANGES IN PREMISES
10.1. Return of the premises shall be in a condition no worse than the original, taking into account normal wear and tear.
10.1.1. What is not considered normal wear and tear:
-
Significant damage caused by improper use (holes in walls, broken windows, broken furniture).
-
Contamination or stains that could have been avoided (e.g., paint, grease stains, marker traces).
-
Serious mechanical damage to engineering systems (electricity, air conditioning) due to negligence.
10.1.2. What is considered normal wear and tear:
-
Paint wear, scratches, marks from furniture.
-
Traces from use of doors, handles, locks.
-
Wear of carpet or flooring in high-traffic areas.
-
Fading of furniture or curtain colors from sunlight.
-
Natural aging of plumbing, lighting fixtures.
10.2. Allowed and Prohibited Actions Without Permission
10.2.1. Rearrangement within the rented premises (moving chairs, tables) is allowed without approval.
10.2.2. It is forbidden to move furniture or equipment (which belongs to ITP "Crystal" and has been transferred to the resident for use) outside the rented premises or to transfer property to third parties without prior coordination with the administration.
10.2.3. Any repair work (painting, drilling, installation of additional structures). Use of adhesive materials (tape, glue) where damage or glue traces are possible.
10.3. Procedure for Obtaining Permissions
10.3.1. A written request to the administrator in person or by email to info@ume.place.
10.3.2. All work is carried out only at an agreed time so as not to disturb other users.
10.3.3. Restoration of damage is carried out at the expense of the party at fault.
SECTION XI. TERMINATION OF THE AGREEMENT
11.1. Procedure for Termination of the Agreement
11.1.1. Mandatory written notice 30 days prior to the termination date.
11.1.2. The notice must include:

11.1.3. Handover of the premises in proper condition with the signing of an acceptance-transfer act.
11.1.4. Repayment of all debts and compensation for any damage caused.
SECTION XII. CONTROL AND SANCTIONS
12.1. Rights of the Administration
12.1.1. To verify the accuracy of submitted quarterly reports.
12.1.2. To deny access to the territory in case of violations of established rules.
12.1.3. To terminate the residency agreement in case of violation of cooperation conditions.
12.1.4. To apply sanctions under the agreement in case of systematic violations.
12.2. Responsibility of Residents
12.2.1. Residents bear full responsibility for compliance with the rules by their guests, employees and visitors.
12.2.2. Repeated violations may lead to restricted access or termination of the agreement.
Attention! All standards and rules are mandatory for all residents, visitors and guests of Technopark "Crystal". Lack of knowledge of the rules does not exempt from responsibility for their violation. Violation may lead to immediate termination of access to the territory and termination of contractual relations.
